Case file · Article 4 direction
Bill Winning, a parish council chair in North Yorkshire, came to us: a resident had been told an Article 4 direction applied, but no online source could confirm it. The council — formed by merging several district councils — publishes no Article 4 records nationally. When the old councils’ websites closed, the records went with them.
We traced the direction through archived records and drafted a precise written enquiry. The council confirmed in writing that the resident was outside it.
