NeighbourID™: How to Identify Adjoining Properties for Planning Notifications

Planning notification letters are a legal requirement for most householder and planning applications. Getting neighbour identification wrong delays validation, risks enforcement, and can invalidate a decision.

Why Neighbour Identification Matters

The requirement to notify neighbours of a planning application exists to ensure that those most likely to be affected have the opportunity to make representations. For householder applications — extensions, loft conversions, outbuildings — the affected neighbours are typically those with shared or adjacent boundaries.

The challenge is identifying those neighbours accurately. A simple +/-2 address approach — notifying the two properties either side of the application site — is not sufficient for corner plots, irregular plots, back-to-back properties, or sites with complex boundary arrangements. Using only address proximity risks missing neighbours who are physically adjacent but not numerically adjacent in address terms.

How NeighbourID™ Works

LandLens® NeighbourID™ uses Land Registry INSPIRE boundary data to identify all properties sharing a physical boundary with a given address. The system works from the actual polygon geometry of the application site and the surrounding land parcels, rather than from address lists or grid references.

For each identified neighbour, NeighbourID™ returns the property address, the UPRN (Unique Property Reference Number), and ownership flags indicating whether the property is in private or corporate ownership — useful context for planning agents preparing notification schedules.

The output includes a boundary map showing the application site and all identified adjoining parcels, which can be included in the planning application documentation.
